these were the trump cards kept by the UPA govt to show prior to 2014 elections to lure voters, i suppose! why did it take so long and what was previous President Pratibha Patil,also a Cong Candidate,doing with these mercy pleas ? why it took not even an year for P Mukherjee to reject mercy pleas of Kasab and Guru ?Questions are many and looks like all was in the list
